Kelly graduated summa cum laude from The University of Tulsa with a degree in Communications and Marketing and built an early career in public relations, working with Schnake Turnbo, Trammell Crow, and serving as Director of Communications for St. John Health System. She has held leadership roles with the Tulsa Advertising Federation, the Public Relations Society of America, and served as president of the Tulsa Press Club.
After an extended period living and working abroad, Kelly returned to Tulsa and transitioned into construction contract and compliance management. She is guided by a strong philosophy of service and has volunteered with nonprofit organizations in healthcare and the arts, with a particular passion for literacy through Reading Partners and the Tulsa City-County Library.
Kelly is the Construction Contract and Compliance Manager at Rupe, where her areas of expertise include licensing, use taxes, and regulatory compliance. Outside of work, she enjoys singing, live music, and traveling whenever possible.
